SMOG WARS: Ventura County wants to target stinky old cars as a way to clear the air. It's all part of an anti-smog plan endorsed Tuesday by county leaders (B1). . . . But Julie Hernandez wonders how the owners of old cars feel about that. "I'm concerned about how that would impact low-income people," she said. Hernandez is a member of a board that advises supervisors on how to spend industry donations to a special clean-air fund. . . . Not to worry, say the plan's architects: Low-income people will help shape the air cleanup plan.

BIG BUCKS: OK, so it wasn't exactly a windfall. But Simi Valley officials were handed a big check Monday. . . . Southern California Edison representatives presented a jumbo-sized check for $6,164 to the Simi Valley City Council--the amount that the city has saved by installing energy-saving equipment. . . . Edison officials later handed over a real check for the city to deposit. "We'll try to cash both of them," City Manager Lin Koester quipped. Camarillo officials expect their $33,812 check tonight.

WEDDING VOW: John and Mary Cimino remember it like it was yesterday. He was in the Air Force, she was at the Pentagon. He asked her to dance at an Easter party, and they were married a little more than two months later. . . . The Simi Valley couple joined more than a dozen others Tuesday in celebrating their wedding vows at the Ventura County Fair (B1). . . . The key to their 52-year marriage: "Loving and sharing," Mary Cimino said.

URBAN REFUGE: Ventura County remains a favored place for Angelenos fleeing big-city crime and quakes (B1). . . . Los Angeles County sent about 16,000 licensed drivers this way during the last fiscal year. Only about 10,000 drivers went the other way. . . . "It's an awfully nice place to live," said Carolyn Leavens, president of the Ventura County Economic Development Assn. "The beaches, the mountains and climate. In fact, we're afraid to say it too loud."
