WASHINGTON — The Senate Thursday night began a delayed summer recess until Sept. 12. The recess, which had been scheduled to start Aug. 12, came after final passage of President Clinton's crime bill.
Members of the House of Representatives, who unofficially began their recess last Sunday while awaiting Senate action, will be on vacation until Sept. 8.
