Stephen M. Hobbs has been appointed vice president and casualty manager for Johnson & Higgins in Costa Mesa. He has been with the insurance broker for five years, in both the Los Angeles and Costa Mesa offices. Before that, Hobbs was with Arkwright Mutual Insurance Co. in Los Angeles.
