VENTURA : City Forms Trash Disposal Agency

Garbage generated in western Ventura County would be disposed of by a new government agency, according to a plan approved by the Ventura City Council.

The council agreed Monday to form the West County Waste Management Authority. Under the plan, the agency will decide what to do with the city's trash after the 1996 closure of the western county's only dump, the Bailard Landfill.

Ojai is expected to join Ventura in the new authority, which is subject to approval by the County Board of Supervisors.

By combining the waste of at least two cities, the authority would be able to obtain better prices on space in landfills outside the county, said Curtis Updike, an aide to Supervisor Maggie Kildee.

"The more waste you can generate, the better price you can get," Updike said. "It's very important that Ventura take this step."

Officials said contracting to send the trash outside the county should also eliminate the need for building a controversial landfill in Weldon Canyon, situated between Ventura and Ojai.
