OXNARD : Officials Plan Suit to Halt Billboard

Oxnard officials are considering filing a lawsuit to stop Ventura County officials from erecting a 32-foot-tall billboard within the city limits promoting the Channel Islands Harbor.

Representatives from the city and county met Tuesday but failed to resolve their dispute, and Oxnard City Atty. Gary Gillig said the city has been left no recourse but to file suit.

City Council members discussed the issue in a closed session this week, but did not reach a conclusion. The billboard violates Oxnard's 1988 billboard ordinance, but county officials seem intent on building it anyway, on the grounds that "the county is a superior governmental unit within the state," Gillig said.

The billboard would be situated on land the county owns in Oxnard along the Ventura Freeway near Del Norte Boulevard. Although it would promote the county-owned harbor on one side, the other side would be used for commercial advertising.

County supervisors approved the billboard last month, but chopped 18 feet from its originally proposed 50-foot height.
