SDG&E Ready for New Rules: The effects on consumers and investors of the deregulation of the electric utility industry will be the subject of a talk by San Diego Gas & Electric Co. Treasurer Leslie E. Klein at 6:30 p.m. Wednesday at the Embassy Suites Hotel in San Diego. Utilities have been told by state regulators to open up their markets to allow for competition among brokers, marketers and independent power producers. SDG&E maintains it is in a good position for the industry's new ground rules because it has reduced employees and the cost of power steadily over the past decade. The utility's excess capacity has been reduced to zero, Klein said. SDG&E stopped building power plants and instead has become a power broker that buys most of its energy on the spot market.
