Through NFL officials admit there is little they can legally do to prohibit the Rams' move to St. Louis, a vote of approval might not be automatic.

Raider owner Al Davis has complained about the Coliseum as a home stadium, and the NFL is determined not to leave Southern California--the nation's second-largest television market--with no teams, league spokesman Joe Brown said.

The Fox Network has complained about the move to the nation's 18th-largest TV market.
