Hauler's Bid to Freeze Rates for Pact Denied

LAKE FOREST — Hoping to secure a long-term contract, the city's waste hauler this week offered to freeze residential rates, but the City Council again firmly stated their intention to put the trash franchise out to bid.

Waste Management of Orange County also promised to begin negotiations to rescind a $3.23 per month fee increase in exchange for a five-year contract.

But council members stuck with a decision made last year to accept bids when the current contract expires in 1996.

Because the current contract includes an automatic fee increase in its last year, the council's vote means monthly trash rates will increase from $13.86 to $17.09 per household.
