Border Governors Meeting Postponed: The 13th annual Border Governors' Conference was abruptly called off after the host Mexican governor complained of insufficient interest among his U.S. counterparts. Chihuahua Gov. Francisco Barrio Terrazas indefinitely postponed the Aug. 9-11 meeting set for his capital city after only one U.S. border governor--Gary Johnson of New Mexico--confirmed his plans to attend. Arizona's Fife Symington sent his regrets weeks ago and California's Pete Wilson was indisposed, working on the state budget. A spokesman said Texas Gov. George Bush Jr. had planned to attend the meeting's final half-day session.
