NAFTA Conditions Proposed: A bill was introduced in Congress to set conditions for the United States to remain a party to the North American Free Trade Agreement, calling the 2-year-old treaty a loser. The legislation would require the White House to renegotiate NAFTA if the U.S. trade deficit with Canada and Mexico exceeded 10% of U.S. exports to those countries. The bill demands measures to bring imports of wheat, durum wheat and barley from Canada back to pre-NAFTA levels.
