THE WALL STREET JOURNAL BOOK OF PERSONAL TECHNOLOGY by Walter S. Mossberg (Times Business: $15.; 296 pp.). "Personal computers are just too hard to use," Mossberg writes, "and it isn't your fault." He reports his experiences with new software, computers, games, printers and other gadgets in clear, readable prose that is refreshingly free of technical jargon. These collected columns from 1991-1994 occasionally seem aimed at business owners rather than individual users, but reluctant novices will find welcome discussions of the merits of specific machines and programs.
