School Kids Need Lunch, but Who Should Pay? : PLATFORM The school lunch program is currently a federally funded entitlement, meaning that if a school takes part in the program and a child meets the need criteria, a lunch (in some schools, breakfast as well) will be available. Congress has proposed converting child welfare funds, including subsidized meals, into block grants that the states can spend as they see fit. Critics see school meals as among the likely first targets of state budget-cutters. Some block grant supporters, however, feel it is not the responsibility of schools to feed students. ROBIN GREENE asked activists, school officials and families for their views.
