BUSINESS : Giving a Mall a New Lease on Life \o7 Joseph Rouzan III, 40, has been general manager of the Baldwin Hills Crenshaw Plaza for a year. Prior to that, he was a Los Angeles Police Department officer for 15 years and at one point was president of the Oscar Joe Bryant Foundation, an organization of black officers. He worked with his father, Joseph Rouzan II, at their security firm, Joseph Theodore and Associates, for five years. Rouzan grew up in the Crenshaw District and says he feels like a community liaison for the mall developer\f7 ,\o7 Alexander Haagen Properties. and \f7 and Rouzan lives in Culver City with his wife and four children.
