Q & A * Buena Park City Manager Kevin O'Rourke and Since Orange County filed for bankruptcy on Dec. 6 in the wake of
its investment pool collapse, all but two of the county's 31 cities have accepted a settlement plan that forfeits their right to sue. and Those so-called Plan A participants agreed instead to take 80 cents in
cash and notes for every dollar invested in the county pool. The two exceptions are Buena Park and Yorba Linda--the Plan B participants. Those municipalities plus some local agencies took 77 cents on the dollar and retained the right to file lawsuits against the county. and Kevin O'Rourke, 44, Buena Park's longtime city manager, spoke with
