LANCASTER--Is Valentine's Day synonymous with chocolate? If you or your valentine believe so, check out the 1996 Romantic Chocolate Festival, 1-5 p.m. Feb. 10. Highlights include the Chocolate Hall of Fame, a cheesecake-eating contest and Most Romantic Couple contest. $10 in advance; $15 at the door. NEEDLES--Toe-tappin' tunes on the shores of the Colorado River are featured at the Moabi Bluegrass River Revel, Feb. 16-18.
