Residents are being asked to submit comments by Aug. 8 on a proposal to amend the city's coastal plan. The change would exempt the controversial Binion housing project from a provision of the coastal plan restricting construction that can be seen from Pacific Coast Highway. The amendment would affect only the area just north of Crown Valley Parkway where the 22-home bluff-top subdivision is planned.
Although the City Council approved the development last year, the neighboring South Laguna Civic Assn. challenged the decision in court. The association, whose residents live below the project, feared the new homes would create problems with flooding and landslides.
