A Baltimore man was arraigned on charges that he stole a state transit bus and led dozens of police cruisers on a chaotic, 100-mile chase through Maryland, the District of Columbia and Virginia before crashing the vehicle on Interstate 95. Dewane E. Rickman, 42, was arrested after the bus struck a guardrail and spun to a stop near Garrisonville, Va.
