SHOWS FOR YOUNGSTERS AND THEIR PARENTS TOO : Casper, Garfield and the wubbulous Dr. Seuss mark the holidays; Disney throws a 25th anniversary show

Everyone in The Wubbulous World of Dr. Seuss (Nickelodeon, Sunday at 8 p.m.; repeats Wednesday at noon, Dec. 25 at 1:30 p.m.) is shocked when Mrs. Zabarelli decides to quit as director of the Jingle Day Pageant. Without the pageant, it is believed the sun will never shine and Jingle Day will never come. For ages 5 to 7.

A 1971 vintage family gets lost in a Tomorrowland time machine and is transported to the future in a Walt Disney World 25th Anniversary Celebration (Disney Channel, Sunday at 6 p.m.). For the family.

Fox will preempt "Married ... With Children" and show two animated Christmas cartoons Sunday night. In Life With Louie (Fox, Sunday at 7 p.m.), 8-year-old Louie and his dad are coerced by his mother into decorating a lonely neighbor's house. In an episode of The Tick (Sunday at 7:30 p.m.), the giant, blue, 400-pound crime-fighting mite battles a bank robber dressed in a stolen Santa Claus suit. The Tick and his friends must save the city from this Christmas menace. For ages 5 to 11.

Three kids travel to Washington during the Depression to ask President Hoover to give clemency to their unjustly accused father in The Angel of Pennsylvania Avenue (Family Channel, Sunday at 7 p.m.). Robert Urich stars as the father. For the family.

The world's laziest cat, Garfield, goes to the country with Jon and Odie for an old-fashioned holiday in A Garfield Christmas Special (CBS, Thursday at 8:30 p.m.). For ages 5 to 10.

Casper (Fox, Saturday at 9 a.m.) gets into the spirit of the holiday. In the "Fright Before Christmas" episode, he must save Santa from the Ghostly Trio. In "A Christmas Peril," the ghosts of Christmas Past, Present and Future give the Trio a chance to take their place. And the animated series' resident diva, Ms. Banshee, screeches out seasonal songs in "Ms. Banshee Holiday Hits." For ages 2 to 5.
