A 24-year-old Santa Monica man who police believe is a member of a local street gang has been charged with killing an acquaintance in Santa Monica's second slaying this year.
Cesar Alejandro Isaac shot Enzo Babak Esfandani, 25, during an argument early Saturday, said Gary Gallinot, a Santa Monica Police Department spokesman. Esfandani was visiting from Germany, where he lived.
