Council Limits Plan for Restaurant-Coin Laundry

Many Manhattan Beach residents say they like Harvey Wallbangers, but they're not real keen on Harvey Washbanger's, a proposed coin laundry and restaurant-bar that may be opening in the city soon.

Though the Planning Commission recently approved a conditional use permit for the Tennessee-based business to open its first West Coast franchise in the El Porto neighborhood, the City Council modified the plan Tuesday night after dozens of residents expressed concern about having another bar in the beachside community.

The modifications allow alcohol to be served only in the cafe and only until 11 p.m. Video games and private parties will be prohibited. Only eight 27-inch televisions, four in the bar and four near the washers and dryers, may be installed to prevent the venue from turning into a sports bar. Additionally, the bar area and the washing facilities cannot be separated by a wall.

"We share the same concerns as the neighborhood about the alcohol and the potential use of the building, so we scaled it back slightly," Councilman Tim Lilligren said.
