Young women's apparel retailer Wet Seal Inc. said its offer for Rampage Retailing Inc. was rejected in U.S. Bankruptcy Court. The Irvine firm said it was outbid by another company. . . . UC Irvine has named international business expert David H. Blake, 57, as the new dean of its Graduate School of Management. Blake, former dean of Southern Methodist University's business school, will start Oct. 1, replacing longtime Dean Dennis Aigner. . . . Shares of Costa Mesa-based Apria Healthcare Group Inc. fell 17% after the provider of home-health-care services said third-quarter profit will probably fall 40% below analysts' estimates. Apria's efforts to get out of unprofitable managed-care contracts will reduce third-quarter earnings to 20 to 25 cents, from 40 cents a year earlier, said the firm, whose shares fell $2.81 to close at $14 on the NYSE.
