Russell Stern has been appointed senior vice president, personal storage engineering, for Western Digital Corp. in Irvine. He is responsible for research and development activities in the Personal Storage division, which provides desktop hard drives to the PC industry. Stern joined Western Digital in 1994 as vice president, new product introductions. He later served as vice president in charge of the Personal Storage division's Asian operations, and was named vice president of engineering for the division this year.
* Don L. Jackson has been appointed vice president of marketing for Quality Systems Inc., a Tustin developer and provider of computer-based practice management and medical records systems for medical and dental group practices. He was previously with Henry Schein Inc., where he directed the growth of the company's Practice Management Technologies division. Jackson has also been executive vice president and chief operating officer of the retail services division of FoxMeyer, a distributor of pharmaceuticals.
* Benjamin A. Singer has been named to the new position of corporate vice president, public relations for PacifiCare Health Systems Inc. in Santa Ana. He joined the company in 1993 as director of public relations.
* Michael O. Mueting has joined Psomas in Costa Mesa as senior project manager in the land development services group. He was formerly a partner in the consulting firm Richards Mueting Wilkes in Riverside.
* Gary A. Green has been appointed executive vice president of Eldorado Bank in Tustin and will manage the commercial lending group. He has been with Eldorado since 1989. In addition, James D. Franklin has been named to the board of directors. He is president of Har-Bro Inc., general contractors and consultants.
* Don Simkins has been appointed vice president of Venture West Funding Inc.'s new office in Irvine. Simkins had been senior loan officer at First Pacific Financial, specializing in income property loans and high-end residential loans. Venture West is a banking and mortgage brokerage company.
* Phil Davis has been named president of Lake Forest-based Telecom Solutions Inc.'s SF2K division. Davis will assume responsibility for programs at Boeing sites and other installations. For the last four years, he has been executive vice president of Telecom Solutions.
