New Water Facility Part of Clinton's Budget Plan

President Clinton has proposed paying $1 million from his budget for designs on a proposed water treatment facility for Orange County. The $400-million project would create a new source of drinking water by treating billions of gallons of waste-water every year and using it to replenish the county's ground-water basin.

The Orange County Water District and the Sanitation Districts of Orange County have asked the federal government, through the Bureau of Reclamation, to contribute $20 million to the cost of the water treatment facility.

In a letter to Clinton, asking for the president's support of the project, Rep. Loretta Sanchez (D-Garden Grove) said it was crucial that the agencies get the design money this year. Otherwise, they may not be eligible to apply for other grants.
