Orange, Savanna Districts Make Test Scores Public

The last round of Stanford 9 test scores from Orange County's 27 school districts were released Tuesday while the state remains entangled in a court battle that has barred it from posting results of all California test takers.

The Orange Unified and Savanna school districts were the final Orange County school systems to make public their test scores. Both districts generally fared at the national average in most subjects. In reading, however, both ranked below the 50th percentile at almost all grade levels.

For example, Orange third-graders scored at the 40th percentile in reading, the lowest mark in the district. Orange sixth-graders ranked highest in reading, at the 54th percentile.

About 14% of Orange Unified's 29,000 students speak limited English, a factor that influenced the overall scores. For example, fourth-grade reading scores: Students who speak English only ranked at the 58th percentile. Students who speak limited English scored at the 15th percentile, bringing the overall fourth-grade score to the 45th percentile.

Similar patterns were seen in Savanna, an Anaheim elementary district of about 2,500 pupils--24% of whom are not fluent in English.

Savanna and Orange Unified officials declined to comment on the scores.

The state Department of Education also released statewide test averages for grades two to 11 on Tuesday. Those figures, along with any future figures released, can be viewed at http://www.cde.ca.gov.

Grading the Schools

Two more Orange County school districts released scores in the state's new standardized test of basic skills, the Stanford 9. The test was given to students in grades 2 to 11 from mid-March to mid-May.

Editor's note: The percentile figures show how student scores ranked, on average, against a nationally selected group. Elementary and middle school students were tested in spelling, reading, language and math. High school students were tested in reading, language, math, science and social studies. Those at the 50th percentile scored higher than one half of the pool and lower than the other half.

"LEP" designates students who are limited English proficient. "FEP" refers in general to students who have a native language other than English but are also fluent in English.
