The state has certified that four Ventura County cities have met a requirement to divert at least 25% of their trash from landfills, officials said.
Moorpark, Oxnard, Simi Valley and Thousand Oaks exceeded the requirement, with Thousand Oaks diverting 53% of its garbage in 1996, the latest year studied, officials said Wednesday.
The 1989 Integrated Waste Management Act requires all cities to implement garbage diversion programs, which combines waste prevention, recycling and composting. Failure to meet the requirement can cost up to $10,000 per day in fines.
Other Ventura cities will undergo review later in the year by the California Integrated Waste Management Board.
