The International Red Cross on Monday said that it would need about $7.4 million to help victims of massive flooding and mudslides across Central America.

Honduras and Nicaragua were particularly hard hit, with thousands of people feared dead and hundreds of thousands driven from their homes.

In Washington, President Clinton said the U.S. would provide $2 million in food, medicine, water and other emergency supplies.

Southern Californians can contribute through several sources, including:

* The American Red Cross, 2700 Wilshire Blvd., Los Angeles 90057, or credit card contributions can be made through (800) 435-7669; in Spanish, (800) 257-7575. Contributions can be earmarked specifically for Honduras or Nicaragua, or for the general International Response Fund. Donations can also be made at local Red Cross offices around the state.

* The Consulate of Nicaragua is accepting contributions at Cordoba Electronics, 5120 Santa Monica Blvd., Los Angeles; (213) 669-1078. Donations of all kinds will be accepted, but organizers prefer canned goods.
