The Local Agency Formation Commission will hold a public hearing Nov. 23 to reconsider the annexation of 1,502 acres of commercial/industrial property north of the city.
Lake Forest officials said they have received no formal protests from property owners within the area to be annexed. But cityhood activists from Foothill Ranch and Portola Hills requested reconsideration of the annexation, saying they need revenue from businesses in the annexation area to form a city.
