During a recent tour around town, the city's mayor and Chamber of Commerce president discovered businesses often have an easy time filling mid-level management positions but difficulty finding entry-level workers.

To take care of that problem, the City Council this week approved a pilot program that calls for hiring one worker to run a new business center, probably on the third floor of the Civic Center. The worker would match businesses in north Orange County with entry-level employees. The county provided the city $45,000 to hire one worker and to buy supplies for the center. The program is scheduled to last until June 30, but could continue beyond that date if it's successful, city officials said.
