City officials will allow nine houses to be built on commercially zoned land at Pacific Coast Highway and Golden West Street. But to appease neighbors, City Council members added a proviso this week that only single-family homes could go on the tiny parcel, which measures less than an acre.

Robert Corona, owner of the vacant land, said his intention all along had been to build single-family homes. The council voted unanimously to let the project proceed.
