Ventura City Councilman and restaurateur Sandy Smith said he is calling it quits at Main Street's Rosarito Beach Cafe.
"It's been some time coming," said Smith, a chef and co-owner of the business. "I entered a partnership a few years ago that was a bad idea. That, coupled with so much time in the business, I felt it was time for a change."
