Spotlight: Two Anti-'Spam' Bills Signed Into Law

Gov. Pete Wilson signed into law two bills designed to combat "spam"--or unsolicited commercial e-mail. One measure, by Assemblyman Gary Miller (R-Diamond Bar), prohibits spammers from sending unsolicited e-mails through an Internet service provider's equipment. A bill by Assemblywoman Debra Bowen (D-Marina del Rey) requires senders to include a toll-free phone number or e-mail address and an "ADV" label in the message subject line. Both laws take effect in January.
