State architects have completed the review of the plans for Newport Coast Elementary, the school Newport-Mesa Unified plans to build for students in the new Newport Coast development. School officials now will work with the state architects to finalize the plans, and hope to ask contractors to bid on the project in May; that would allow construction to begin in early June. Michael Fine, assistant superintendent for business services, said the project could cost about $9 million. If all goes according to schedule, the school's doors will open in the fall of 2000.
