A Newport Beach man has proposed recalling all five members of the City Council, a statement that drew anger and defiance from officials. "Go for it," Councilman Kermit Marsh told Long Kim Pham. "You now face me at your peril. Today you have made an enemy."

Last month, Pham submitted a notice of intent to recall Councilman Tony Lam, but the paperwork was returned because it was improperly filled out.

Pham, an engineer and one-time candidate for Congress, returned Tuesday with a recall notice targeting all five members. The papers fault the council for not getting involved in the recent Little Saigon protests over the display of a communist flag. He said he might be willing to drop the effort against some members depending on their response.

Council members, however, were in no mood to reconcile. "Mr. Pham, I believe you made more enemies tonight that you ever knew you had," Mayor Frank Fry Jr. said.
