Giuliani Warns Against N.Y. Transit Strike

NEW YORK — Mayor Rudolph W. Giuliani said Friday that he'll go to court Monday and seek "massive economic penalties" to deter the transit union from going on strike.

"If they appear to be organizing a strike, we'll go to court and seek an injunction," said the mayor, adding that it is illegal for public workers to strike or even encourage a strike.

"They are really going to regret this if it happens," the mayor said.

But officials in the state attorney general's office questioned whether the city has the authority to pursue such a lawsuit.
