City officials have begun the application process for permits required to get a diversion system in place to solve a bacteria infestation problem in Aliso Creek.

The formal plan for the system, complete with cost estimates, may not go to the City Council for approval until February, said Ken Montgomery, director of public works.

Meanwhile, the city is sending out letters to residents in the Kite Hill area, which has been identified as generating a large portion of the polluted water.
