VICA to Discuss Phone Overlay Plans

The proposed 818 overlay in the San Fernando Valley and the move to overturn an overlay in the 310 calling area in West Los Angeles will be discussed today at a breakfast meeting of the Valley Industry and Commerce Assn.

Scheduled speakers include Josiah Neeper of the California Public Utilities Commission, Assemblyman Wally Knox (D-Los Angeles) and a representative of the telecommunications industry.

The proposed overlay would allot an additional area code for all new phones in the Valley. The overlay would force callers in the 818 area to dial the area code for each call, even calls within the 818 calling area.

The proposal is scheduled to go before the state Public Utilities Commission on Aug. 5.

Last year, a spokesman said, VICA supported an area code overlay as the preferred way of relieving the Valley number crunch because it would minimize the impact on most consumers and maintain the geographic integrity of the area code.

The two-hour discussion will begin at 8 a.m. at the Beverly Garland Hotel, 4222 Vineland Ave.

Admission is $15. The cost includes breakfast.
