Police Chief James Cook and Capt. Andrew Hall were honored Friday by the Orange County Human Relations Commission and the radio program Voice of Saigon for their role during the Little Saigon demonstrations that erupted in September when a video store owner displayed a communist flag.

"We wanted to commend the Westminster Police Department for doing a tremendous job," said Alfonso Clarke, a mediation coordinator at the commission. "This is not a usual situation for a Police Department but . . . they did their best to be evenhanded, to secure peace and public safety, and at the same time protect the rights of each side in terms of their freedom of speech."
