The Planning Commission on Wednesday approved an amendment to the General Plan for the Dana Point Headlands, the latest in a series of efforts to halt development plans for the 122-acre coastal area. The city has been trying to stop property owners from developing a bluff-top resort with surrounding homes in order to pursue its own scaled-back development plans. A judge ruled last year that the city's proposal violated its own General Plan, so on Tuesday the commission passed amendments that effectively assist the city's plan.
