A consultant's report on the English immersion program in the Orange Unified School District reveals that 63% of the students who have been in the program since it began in November scored in the top two of five levels of English fluency. When the district began the program, only about 30% tested as high. The report, which ranks students' listening and speaking skills, will be presented at the district's board of education meeting tonight. A year-end report will also measure reading and writing levels. The board meets at 7:30 p.m. at district headquarters, 1401 N. Handy St., Building H.
