The City Council tonight will review a proposed budget of $78 million for the 1999-2000 fiscal year. The plan calls for increased spending of just more than 1% and includes no new taxes. Under the plan, the city will spend $11.9 million to improve traffic circulation, public buildings and landscaping. Part of the traffic improvements will focus on safety and efficiency, including a controversial proposal to install cameras at some intersections to crack down on motorists who speed through red lights. In addition, the Police Department will be able to hire eight more officers if the budget is adopted, as expected, on June 8.

City Hall also has been reorganized, with some services centralized into a new administrative and communication services department.
