Councilman Russell Patterson announced last week that upgrades to Villa Park Cable TV Channel 3 will begin no later than July 15. The new system, which will allow residents access to more channels, will be in place by Labor Day, Sept. 4. High-speed two-way Internet access also will be available by the end of the year.
