City officials plan to ask the state Regional Water Quality Control Board in San Diego to use $60,000 in fines levied against the city for sewage spills to pay for local environmental projects.

Last week, the board fined the city $60,000 for eight sewage spills that closed Laguna's beaches for 29 days over an 18-month period.

Because of the city's recent efforts to analyze its sewage-spill problems, the water board did not impose the maximum fine of $232,000, said Wayne Baglin, chairman of the water board.
