As the city begins to put together a plan to guide development and spending, residents' visions of how the city should grow are taking shape.

Public safety and environmental issues top the list of concerns.

"There's not a lot of land-use left to be done," said City Manager Leslie Keane, but the "underlying themes . . . are a major concern for the environment and public safety."

A committee of about two dozen residents and local leaders met this week to discuss the kinds of development and spending they would like to see over the next 20 years.

The city is required to adopt a general plan, a document that outlines its policies and goals.
