As part of the Birch Street Promenade, the CIM Group constructed an icon tower next to the Old Navy building at the northeast corner of Birch Street and Brea Boulevard. The purpose of the sign tower is to promote activities within the downtown area and the city.

Members of the Planning Commission approved special operating criteria for the tower. The primary use will be to advertise events and activities promoted by the Brea Downtown Owners Assn. Any other use will require the approval of the association and the city.

No individual businesses, political campaigns, specific brand names or logos will be able to advertise on the tower. Also, the placement of any one banner will be limited to three months.
