Efficient Networks Inc., the No. 1 maker of modems used for high-speed Internet access on phone lines, said board member Bruce Brown has been named chief executive. Brown replaces co-founder Mark Floyd, 45, who will continue as chairman. Brown, 50, was named chairman of Vertel Corp., a maker of software that runs telecommunications networks, in May. He had been president and CEO since 1995.
