The Serrano Water District will name its new water treatment plant after the district's former board president, Walter E. Howiler Jr., at a ceremony from 5 to 7 p.m. today. Howiler, an Orange resident, was first elected to the board in 1979 and served as its president for four years. He retired from the board in 1997, the same year the plant was built to meet new state and federal water quality laws.

The public is invited to the dedication ceremony at the plant, 5454 Taft Ave. Information: (714) 538-0079.
