Handspring Inc. said William Kennard, former chairman of the Federal Communications Commission, has joined its board. . . . British telecommunications equipment maker Marconi said it plans to cut 3,000 jobs, or 5% of its global work force, as part of a companywide reorganization. Marconi said about 1,500 of the cuts would be made in Britain, but would not give further details. . . . Siemens, Europe's second-biggest maker of mobile phones, said it will eliminate 2,000 jobs, or a quarter of its work force in handset production, because of declining demand.
