New Mexico Gov. Gary Johnson says he is seeing momentum building for his two-year campaign to legalize and regulate marijuana.
"There is huge interest in this issue," he told the National Organization for Reform of Marijuana Laws conference in Washington, arguing that there is consensus that the war on drugs has failed.
But his crusade faces many critics, including Sen. Pete V. Domenici, a fellow Republican from New Mexico. "I think it sends a terrible signal in a state plagued by illegal drugs," he said in a statement.
