* Classical--New West Symphony, led by conductor Boris Brott, will open its spring season with two all-Beethoven concerts. Pianist Anton Kuerti will be guest soloist. * Dinner-Concert--California Grill in Camarillo will host a Feb. 25 performance by the four-piece Celtic band Clandestine. Dinner will be included. Doors will open at 6 p.m., dinner will be served at 6:30 p.m. The restaurant is at 67 Daily Drive. $29, plus tax and tip. 987-1922.

* Children--The Ventura County superintendent of schools will present a series of children's concerts by Canadian singing star Charlotte Diamond, who performs in several languages. * Folk--Tom and Becky Lowe will open their 20th season of the "Folk Music in Ojai" series Feb. 27 with singer-songwriter David Roth. Roth, who arrived on the scene as the 1987 New Folk winner at Texas' Kerrville Folk Festival, describes his music as "a dash of Dan Fogelberg, a pinch of David Letterman, a whoosh of Will Rogers and a touch of James Taylor."
