City Council Sets Code of Conduct

Allegations that a former councilman used profanity and racial slurs while in office have motivated city administrators to create a formal code of conduct.

The code requires public officials to conduct themselves with behavior "above reproach." Violators face sanctions ranging from a reprimand to removal from office.

Councilman Bruce Robbins was accused of using racial slurs and profanity in a meeting with representatives of a Latino property owner.

Robbins, who resigned in April because of a potential conflict of interest between the city and his employer, has denied using racial slurs but acknowledged and apologized for using profanity in the meeting.
